Camdenton airport expansion continues


CAMDENTON – The continuing airport expansion was the main topic at last week’s Board of Aldermen meeting.

The city is currently in the process of extending the airport runway from its current length of 4,000 feet to 5,000. When the project started the city had to purchase land from 11 land owners in order to complete the expansion.

The expansion will close Forbes Road and relocate the entrance of Hill N’ Dale mobile home park.

In November 2018, the Board approved an agreement with MoDOT for a grant in the amount of $172,530 for the City’s Engineering firm, CMT, to Design Runway 15/33 and the Parallel Taxiway Extension Pre-Grading Project.

This included the closing of Forbes Road; Extension of Opportunity Road; and Extension of Wildlife Fence.

Since then, CMT has done additional work to get the project ready to proceed. These changes have been reviewed and approved by MoDOT Aviation and an agreement with MoDOT for an amendment to the original grant of $80,730 for this additional work with CMT.

Last week the board approved both readings seven separate bills related to the airport expansion:

• Approved a Supplemental Agreement No. 1 with CMT for design services in the amount of $89,700.
• Approved a Supplemental Agreement No. 1 with MoDOT for grant assistance in the amount of $80,730.

The reasons for these changes are due to problems encountered once the process got underway.

According to the Bill passed by the board, several things came to light.

1. The Camden County Public Water Supply District No. 2 determined that they could not maintain a water main in a steel sleeve under the runway resulting in the need to conduct water hydraulic modeling and subsequently design a water main that would be routed around the end of the runway extension resulting in new design effort for the water main and revised grading to accommodate the water main.

2. The level of effort required to coordinate with Camden County on the closure of Forbes Road and the completion of the new road was dictated by the county and exceeded the estimated effort in the original agreement.

3. The level of effort required to coordinate with MoDOT and the Hill N’ Dale Mobile Home Park on the relocation of the park entrance and connection to State Highway 7 was dictated by MoDOT and the mobile home park and exceeded the estimated effort in the Original Agreement

4. Additional typical sections were required for the various connections to the businesses along the new road

5. To aid the contractor in the determination of tree trimming amounts it was decided to use a drone to aerial survey the trees and then process the data to create a table showing the amount to be removed from each tree along with the tree coordinates.

6. Initially Camden County was going to execute a Quit Claim Deed to transfer any property interests along Forbes Road to the City of Camdenton but was later determined that condemnation was the best process for each party resulting in the need for a property survey, appraisal and land acquisition assistance to complete the condemnation process.

7. The FAA determined that fencing and phasing area critical points should be submitted separately for on airport and off airport points resulting in the need to create separate exhibits and make separate submittals.

8. During design it was determined that the best alignment for the new road would require reconstructing the entrances to the existing businesses resulting in the need to prepare temporary construction easements, design the new connections and coordinate the work with each business owner.

9. The City of Camdenton requested the existing property line along the east edge of the airport be staked and marked with steel posts to help coordinate the property limits with neighboring land owners.

The board also passed both readings of a bill for more money from MoDOT due to the changes needed, since the level of funding originally approved is not sufficient to cover costs associated with this project.

This includes an additional $80,730 from MoDOT with the city providing $8,970.

In addition, based upon the revised project schedule, the original project time period of September 30, 2019, will be extended to March 31, 2020, to allow for completion of the work.

A contract with Phillips Hardy, Inc for Runway 15/33, Partial Parallel Taxiway Extension Pre-Grading, and Extend Opportunity Road at the Camdenton Memorial-Lake Regional Airport was approved thanks to MoDOT.

City Administrator Jeff Hancock and City Clerk Renee Kingston explained to the board in their written report.

“For quite some time we have been communicating that we anticipated obtaining a grant in September from FM and MoDOT to do the grading work for the Runway 15-33 & Parallel Taxiway Extension and the Construction of Opportunity Road. On Wednesday, July 31 we received notice from MoDOT that FM has approved the grant. We are now able to proceed with approval of a contract with Phillips Hardy, at a cost of $4,261,031.44.”

The Board of Aldermen then approved an agreement with Crawford, Murphy and Tilly Inc for design services for Runway 15/33 and Parallel Taxiway Overlay and Extension Project at the airport.

Hancock and Kingston again explained why this is needed.

“After we start the grading construction with Phillips Hardy, Inc. the next step will be to move forward on the actual design of the next phase which will be the Runway 15/33 and Parallel Taxiway Overlay and Extension Project. To do that we need to approve a contract with CMT for those design services. The City engaged another firm to review CMT proposed cost and MoDOT has approved this amount and contract.”

Project description
1. Perform topographical design survey.
2. Perform geotechnical investigation for overlay and north taxiway extension.
3. Overlay of Runway 15-33.
4. Overlay of parallel taxiway south of apron and all connecting taxiways.
5. Paving of runway and taxiway extension to the south.
6. Grading and paving of taxiway extension north of apron.
7. Removal and installation of PAPI and REIL on Runway 15-33.
8. Installation of Runway 15-33 extension edge lights.
9. Installation of taxiway reflectors along all taxiways.
10. Conduct Aeronautical Surveys in accordance with FAA AC 150/5300-188 for development of new LPV instrument approaches to Runway 33.
11. Perform Instrument Approach Procedure development coordination.
12. Complete Instrument Approach Procedure Categorical Exclusion.

• Approved an agreement with Crawford, Murphy and Tilly Inc for construction services

During the grading construction with Phillips Hardy, Inc. MoDOT and FAA requires the city to have construction services to inspect the work of Phillips Hardy, Inc. To do this work the City needs to approve a contract with CMT for these services, which they did.

• Approved the recent MoDOT grant agreement in amount of $387,990.
• Approved another MoDOT grant agreement for $4,383,816.

No specific date has been set when the airport expansion will be finished and open to air traffic.
