Work continues at Lee C. Fine
OSAGE BEACH – Work is progressing on improvements at the Lee C. Fine Memorial
Airport with the approval of a State Block Grant Agreement with the Missouri
Highways and Transportation Commission (MHTC)
Phase 1 of the reconstruction of the taxiway at the airport has been completed
and at the February 1 Board of Aldermen meeting a contract for the engineering
services for Phase 2, with Crawford, Murphy & Tilly, Inc. (CMT) was approved.
CMT will do the design services only. Actual construction, along with bids for
the work will take place in the future.
The overall project will include:
• Demolishing and reconstruction of Taxiway Alpha between Taxiway Bravo and
Taxiway Charlie.
• Demolishing and reconstruction of Taxiway Alpha between Taxiway Bravo and
Taxiway Alpha 1.
• Demolishing and reconstruction of Taxiway Alpha 1 in a new location,
coincidental with the end of Runway 22.
• All associated electrical, grading/drainage, pavement marking, signage for the
project.
The total cost of the agreement with CMT is $171,067.95. The Missouri Department
of Transportation (MoDOT) will be paying 90 percent of the design contract with
the city paying the other 10 percent.
The design project costs are broken down as follows:
• $5,677.38 Preliminary Phase
• $150,721.99 Design Phase
• $8,072.43 Bidding Phase
• $6,596.14 Special Services
Total $171,067.95.
Last week the board approved both readings of an agreement with MHTC to execute
a State Block Grant Agreement for Phase 2.
The grant agreement provides the city reimbursements for the engineering
services for Phase 2 and is for $156,661, which is MODOT Aviation’s portion of
the engineering services for the project.
Total engineering cost is $171,067.95 with the city’s portion to not exceed
$17,106.80.
The agreement needs to be signed and back to MoDOT by April 1, 2018.
This is a budgeted project for the city but they only set a budget of $140,000.
The city will have to approve a budget amendment to cover the costs, which will
eventually be reimbursed by the state.
In his report to the board at the first meeting in February, Public Works
Director Nicholas Edelman said “We will be trying to get this work in time to
send it to MoDOT and then to the FAA for grant approval for this year.”
Other business addressed at last week’s Board of Aldermen meeting:
• Approved the first reading of a contract with Bartlett and West, Inc. for the
Mace Road Phase 2 Improvements.
The project will upgrade Mace Road from a ditched roadway to a curb and guttered
roadway with an enclosed storm water system. The intersection with Orvill Drive
will also be reconstructed.
There will also be a sidewalk constructed on one side of Mace Road the entire
length of the project. It is expected that the sidewalk will be on the north
side to tie into the Phase 1 improvements.
The second reading should take place at the first board meeting in March.
• Approved the first reading of a contract with Evoqua Water Technologies, LLC
to provide odor control chemicals.
This is a new contract with the city’s current vendor (Evoqua) which will
provide for the
purchase of odor control chemicals that are fed at Tan-Tar-A, KK 1-14, Dude
Ranch Road, Passover Road and Sands Pump station (New Site).
“The sewer department performed pilot testing at Sands in 2017 and found it to
be effective at treating odors at 42 Campground and Hwy D so a permanent site
will beutilized at this location,” Edelman said in his report to the board.
“Installation of Vapor Links to be install at five different locations (KK1-14,
LS 53-1 Sycamore Creek, Sands, Rockway, and 42 Campground) for continuous
monitoring of hydrogen sulfide gas is included along with an Odalog installed at
Highway D.”
This is a budgeted item for 2018.
